Abstract

Human is a social being by nature, he cannot live alone, and his life is straight only with a group, and with these groups conflicts and disagreements are bound to occur over many matters, due to the conflict of interests and desires, and the love of control, and the usurpation of what is among the rights of others Some souls are anxious about the rights of others, so there should be a leader and chief of these groups who resolve the dispute and dispute, and give the rights to their owners, in order to avoid and avoid every harm that befalls a group or an individual from it, so it was an instinctive thing to command each group to lead it and take care of it and fix its condition. He handles its affairs in accordance with a constitution and law, whether it is heavenly or man-made law From this standpoint, several inkind, moral, administrative, and other positions have emerged to organize the affairs of the groups and achieve the principles adopted by the group. Among them is the installation of a president of the state, who manages its affairs and looks at its interests, and the president may need someone to help him in that and be the subject of his advice and advice in particular, so it was that the ministry and the minister appeared, and when fighting and conflict occurs between two tribes and two states, this requires the election of a seasoned military commander who leads the army and defends his land and his people; In addition to the fact that human nature is built on grievances, and there are few people who do justice on their own, so there must be a powerful, compelling authority that has sovereignty over all, preventing grievances and cutting off conflicts that are
the substance of corruption.. This authority is represented in the judiciary and judges to achieve justice and prevent injustice, and because these tasks cannot be carried out by the king or the minister himself, he needs someone to act on his behalf and take his place, so it was necessary to have a special position for each of the joints of society to act on behalf of the head of state in organizing Its affairs, the lifting of injustice, and the delivery of rights to its owners, so this research came to clarify the most important and famous positions mentioned in the Holy Qur’an, with examples of those who assumed these tasks.
